SB 1143: Thermal Energy Networks

Oregon has the opportunity to scale climate-friendly heating and cooling systems while offering new pathways for workers and utilities in the clean energy transition. The solution? Thermal Energy Networks! This tried-and-true technology efficiently transfers heat in and out of buildings while producing zero climate pollution. Climate Solutions is advocating alongside Oregon’s utility and labor partners to support legislation this session (SB 1143) that would accelerate the adoption of Thermal Energy Networks.

SB 1143 will:

✅ Allow Oregon’s gas utilities to gain experience operating TENs

✅ Set strong labor standards and workforce training for gas utility and pipeline workers

✅ Help regulators, utilities, and communities better understand how to scale these systems

✅ Position Oregon alongside states like Washington, California, Maryland, and New York that are already leading the way
